the license is actually shown under more information, it's cc0, you can do whatever you want with them without any restrictions yes you can use the models for the game you are developping :)
I always wanted someone to do a 16bit era gta game that resembled Shadowrun on the Snes & Genesis . Maybe with better aiming but really this would do for that . Wish I had the time to do it...

Very welcome! I'm also working on assets in my spare time. One of them has 150 downloads and not a single one spend a little bit. Not a problem for me, because it is a small, not so professional asset. But your one is huge and therefore deserves a little compensation.
